San Juan County Sheriff’s Office deputies successfully arrest Oscar Manuel Rubio, alias Manuel, age 35, after over 2.5 hours of negotiating a surrender.

On December 20, 2022, at 11am, dispatch began receiving calls of a domestic violence situation in which a shot had been heard at a residence on County Road 2892. San Juan County Sheriff’s Office personnel began arriving on scene shortly after, at which time they secured the area and made contact with individuals who had been in the residence with the suspect and had been pistol whipped. The Crisis Intervention Team was called on scene and negotiators were able to communicate with Rubio to try and negotiate a peaceful surrender. They had learned that Rubio had warrants, was in possession of a firearm, and was not willing to go back into police custody.

While SJCSO was on scene, Rubio was witnessed exiting and reentering the residence multiple times. Moving the SWAT team into place, the house was secured while Rubio was outside the residence, preventing him from reentering the house again. A Farmington Police Department K9 unit was also available on scene. After developing a tactical plan, at 2:10pm deputies moved in on Rubio, releasing the K9 unit, and deployed a less-lethal beanbag. As deputies took him into custody, a firearm was recovered next to Rubio, that had fallen off his person when he tried to flee.

Oscar Rubio was arrested for his outstanding warrants, which included a felony warrant out of Colorado for Failure to Comply in connection to an incident where he shot at La Plata County deputies on September 28, 2022. He also had a felony warrant in New Mexico for Felon in Possession of a Firearm. Recently, he was an involved party in a shooting in Bloomfield on December 16 with an uncooperative victim. Following a thorough ongoing investigation, Rubio will also be facing pending charges for the December 20 incident
